The fleet is read from the control-plane gateway’s Internal API, server-side. Nothing here is mocked, so with no address and no operator bearer there is nothing true to show — and a fabricated fleet is worse than an empty one.

The bearer is read in the Node process and never reaches the browser: it carries platform-staff authority over every tenant, and this page renders on the server for that reason.
